USNRC Generic Letter 89-04, Reference (b), provides guidance on developing

acceptable Inservice Testing (IST) Programs Maine Yankee has completed a review of our IST Program to the guidance in the Generic Letter. With Reference (c),
we indicated that, as a result of our review, changes to the IST program and implemetating procedures were required and that we were evaluating possible plant

modifications required to conform with the Generic Letter.
t Maine Yankee's revised Inservice Testing Program is enclosed. This program I
contains Relief Requests, which document deviations from Section XI of the ASME Boiler and Pressure Vessel Code.
l Several of these Relief Requests have previously been approved by the USNRC, Reference (d), and have been so noted.
Additional Relief Requests have been evaluated and documented in accordance with Paragraph B of the Generic Letter, Reference (b). We understand that these requests should be considered granted and they have been so noted.

.W UNITED STATES NUCLEAR REGULATORY COMMISSION MN-89-156 Attention: Document Control Desk Page two The remaining twelve Relief Requests are tabulated in the attachment to this letter. These Relief Requests are not addressed by the positions in
, of the Generic Letter, Reference (b). These Relief Requests have been the subject of previous submittals to the USNRC, References (e),
f (f), and/or (g). We understand, as a result of our review of References (b) and (h), that the Generic letter constitutes the required approval for implementation of previously submitted Relief Requests. Although some of these Relief Requests reflect modifications of previous submittals, we believe that the modifications only enhance the positions in the Requests.
We therefore consider these Relief Requests to be approved, and they have been so noted.
With Reference (c), we indicated that test procedures implemented during shutdowns were being revised. These revisions are essentially complete and will be issued by January 31, 1990.
However, we find that additional time will be necessary to address testing for three valves. We will revise shutdown testing procedures for these valves before the next refueling shutdown, currently scheduled to begin April 7, 1990.
With Reference (c), we also indicated that we were evaluating certain modifications which would be required to conform with the Generic Letter.
The valves affected are footnoted in the IST Program Section 3 Valve Table.
Except for the procedure revisions and modifications addressed above, Maine Yankee believes that the enclosed Inservice Testing Program conforms with the guidance provided in Reference (b).
