VISIT TO DOE-IDAHO OPERATIO:is 0FFICE Oil WEST VALLEY DEMONSTRATION PROJECT On February 24, 1982 NRC representatives met with representatives of the Department of Energy at Idaho Falls, Idaho. The purpose of the meeting was to familiarize the participants with the intentions of the West Valley Demonstration Project Act and the associated Memorandwi of Understanding and also with each dgenCles (NRC and DOE) approach to the impleacntation of the Act. A list of nceting participants is attached. The agenda for the meeting was prepared by the Idaho Operations Of fice. A copy is attached.
The agenda presentations were given essentially as indicated.
Leo Higgentotham presented information on "nomal" NRC inspection functions, making it clear that different procedures, tailored to this unique monitoring situation, would be used by the NRC. There was considerable discussion of the DOE auditing proce-dures, including records of audits. One very useful aspect of the DOE presen-tation was the unbudsman type of position they have found useful called the
" site representative." Mr. Robert Steins is the West Valley site representative at present. The duties of this position require a general knowledge of all site activities and make this person ideally suited as a prime contact for site infomation.
The Department has asked the West Valley Nuclear Services Company (Westinghouse subsidiary site operator) to review the technical specifications used under the fiFS license and report on their recomendations. The NRC would review these recommendations.
