Noncompliance With WNP-2 NPDES Chlorine Discharge Limitation, NPDES No. WA-002515-1 Pursuant to the provisions of General Permit Condition 13, please find below a report detailing the subject event. The event was reported by. telephone to Mr. Roger Stanley of the Washington Department of Ecology on July 31, 1981 at approximately 2:00 p.m. This report reiterates details given to Mr. Stanley. ~ \\.- At Approximatley 3:00 a.m., July 30, 1981, approximately 300.lbs. of gas chlorine were injected into the circulating cooling water system over a forty-five minute interval during blowdown to tne river. The.shi f t supervisor. ordered the blowdown and chlorine i.njection both stopped at roughly 3:45 a.m. The maximum possible release to the river is calculated to be'4'.1 mg/l total residual chlorine at the discharge structure. This presumes no chlorine demand within the system. The concentration of total residual chlorine in the discharge at the edge of the mixing zone (300 ft. down-stream) was calculated (per methodology described in Section 3.6 of the Operating License Environmental Report) to be 0.009 mg/1. 6 h e

~ Mr. George Hansen September 22, 1981 Page Three Chlorine Discharge Calculations At Columbia River Discharge of 184,000 cfs (ambient during blowdowa event): (4750GPM)(2.228x10-3 cfs]GPM 0 = 0 + (4.1 ppm) M6 f t/sec)(300 f t)(3.1.415'97(16 ft - 4Ttz/sec) = (4.1 ppm) 4 2 2 = 0.0090 ppm DISCUSSI0ft: The calculations preserted represent conservative estimates of the concen-tration and ciuantity of chlorine discharged. fio credit was assumed for system chlorine demand or chlorine losses through the cooling towers which from past experience could equate to S1.1 ppm system demand; discounting the two cooling towers not in operation, the system volume is actually 5.7 x 106 gal. versus the 4.4 x 106 gal. value used; the system transit time for the 400,000GPM recirculation flow is 14 Y minutes which could reduce the actual period of chlorine discharge to 31 minutes versus the recorded 45 minutes; an additional.2710GPM of dilution flow was provided by recirculation flow to the blowddwn line in the proxi-mity of the river water pump house required for pump protection. The con-centration and quantity of chlorine discharged on the basis of these realistic parameters would be a 1.3 ppni chlorine concentration entering the river and a total discharge of 2.5 lbs. versus the conservative estimates of 4.1 ppm and 7.3 lbs., respectively. Concentration at the mixing zone for the realistic basis would be 0.005 ppm versus 0.009 ppm for the conservative basis. If further information is required, please so advise.
