Dear Mr. Faulkner:
L6 The BWR Licensing Review Group has been working with the General Electric Ocxupany on the generai consideration of reactor vessel inventory make-up rates vis-a-vis the control rod drive system. As a consequence of this effort, we have prepared the enclosed "hhite Paper" which shows that the staff position on CRD system testing, outlined in Section 8.1 of NUREG-0619, "BWR Feedwater Nozzle and Control Pod Drive Return Line Nozzle Cracking" is satisfied by subsequent ETS system modifications, present use of emergency procedure guidelines, plant fire protection capability, and particular preoperational activities planned for the IRG plants. '1he White Paper discusses why this is so.
Since resolution of this issue is rapidly approaching the critical path for sane of the LRG plants, such as Susquehanna, we would appreciate NRR staff review of this White Paper as soon as possible.
If it would be helpful to meet with the Group to discuss this issue in further detail, please let me know and I will arrange it.
