Our letter of February 10, 1982, concerning the status and schedule of implementation of General Electric Service Information Letter (SIL) 299 and supplement advised you that corrective action for the GE/MAC cold leg flashing problem would be accomplished by procedure revision to the plant procedure for Pipe Break Inside Primary Containment to provide operators with a method for determining the true reactor water level, as indicated by the GE/MAC instruments, under accident . conditions. However, further investigation into the GE/MAC cold leg flashing problem showed that the actual reactor water level is dependent upon several parameters (for example: Reactor Temperature and Pressure, Drywell Temperature, Reactor Building Temperature) and must be determined by a complex formula whic.h would be impractical for use during accident conditions.

Consequently, it was decided to revise procedures to include a maximum error value for each indicator and recorder (GE/MAC) ( As was recommended by SIL 299, Supplement 1). This value is that which would exist under the worst postulated accident condition, and is therefore conservative for any others. Procedure revision requests for the effected procedures (to include these maximum error values) were approved by the Plant Review Board on February 18, 1982.
