Dear Ms. Adensam:

This is in response to your letter of 12 February 1982 concerning the Draft Environmental Statement related to the operation of Midland Plant, Units 1 and 2.

The concerned operating administrations and staff of the Department of Transportation have reviewed the material submitted. The Federal Highway Administration had the following comments to offer:

"The proposed plant is located on the immediate west side of the Tittabawassee River opposite Saginaw Road which generally parallels the east side of the river in the vicinity of the plant. Saginaw Road is on the Federal-aid Urban System. Salzburg Road, also on the east side of the river and on the Federal-aid Urban System, intersects Saginaw Road immediately southeast of the railroad bridge crossing the river from the plant.

From the information provided on page 5-6, 7 and 8 the area immediately east of the river could be affected by dense fog or ice from the operation of the cooling ponds. We recommend the applicant coordinate with the local road authority on the proposed mitigation and fog monitoring prograta addressed on page 5-8. It may be desirable to install some of these measures in advance of plant operations to reduce anticipated hazards (signs, centerline or edge lights) until the results of monitoring are known."
