This letter is written to provide the historical background (Attachment 1) and closcout of the subject issue. Technical Data Report No. 283 (Attach-ment 2) shows, using conservative assumptions, that the purge valves will close against the forces present during the Design Basis Accident - Loss of Coolant Accident (DBA-LOCA) if limited to 300 open angle.
In fact, the research indicates that, given the actual expected pressure increase post-accident, and the design response for the containment isolation valve control system, none of the valves would have difficultly closing from the 90 open position. The limiting stresses and limiting angle of opening are based on the assumption that the R.B. pressure increare is instantaneous.
Actually the valves would be expected to be closed at much lower than R.B.
peak pressure, even from 90 start position.
Though we may, in the future, request and justify relief from the 30 opening restriction we are committing to limiting our purge valves (AH-VlA/lB/lC/lD) to 30 open until such a request is approved by the NRC.
The 30 opening limits have already been installed and will remain functional during all periods when containment integrity is set.
If during plant operation, any valve needs to be opened further, for maintenance, the oth-r valve in series will be maintained in the full closed position.
