Dear Sirs:

Enclosed is completed application form NRC-313 I requesting licensing of several grams of plutonium used in USU's teaching reactor.

This material has been previously licensed under Number SNM-262 (expiration date 12/31/77).

The training reactor and its SNM and SUD inventories are used primarily for demonstration in engineering and physics courses.

The radioactive sources are inventoried and leak tested each six months by Dr. Owen K. Shupe.

These practices have not changed since the license expired and the records were last inspected and approved by D.

Blair Spitzberg (Region IV) on October 23, 1982.

Materials and descriptions enclosed to support this license application are consistent with the information provided with our Broad License (43-12087-04) renewal application submitted 1/20/81 (Control No. 06637) and revised 7/9/81.

The radiological control program developed to administer the terms of the Broad License will apply to the specific license requested and of fer even greater control and support than was available when the SNM license was originally granted.

The plutonium capsules are now held in secure storage where they will remain until action is taken on this application.

If further information is required of USU during your review, please notify m e.

Sincerely,

& &LN/l
