Dear Mr. Youngblood:
Callaway Plant; Unit No._1,.Ca.11away County, Missouri We have reviewed the Final Environmental Statement for the proposed operation of the planned nuclear power plant identified above. We are providing comments to both restate our concerns with the project as described in the final statement as well as to correct misinformation in the final document. The following are our comments.
Radioactive Waste Treatment _ Systems Most of our comments in this section received an adequate response. However, the response was not specific to our concern with the cumulative effects of liquid radioactive effluent discharged to the Missouri River from the three nuclear plants. Detailed calculations based on the liquid discharges from the three plants should have been provided.
Timing of Supporting Documentation for the EIS Our general comment regarding the unavailability of the Safety Evaluation Report (SER) during the review of the Draf t EIS was not addressed. The SER was received by this office soon after our Draf t EIS comments were submitted.
A subsequent review of the SER indicated most of the information was adequate to resolve our concerns. There is, however, one exception. The off-site emergency plans will not be completed until January 1983 This deadline conflicts with the statement in the SER that the off-site emergency planning exercise must be completed one year before the fuel loading process which is tentatively scheduled for June 1983 This scheduling conflict should be corrected.
