PURPOSE The purpose of this procedure is to describe the stef a to be taken in t
implementing the INPO Voluntary Assistance Agreement f or Transportatioh Accidents. This procedure is to be used in the following circumstances:
1.
When PGE is requested by another utility to help in an emergency resulting f rem a transportation accident.
2.
When radioactive materials being shipped to or from the Trojan site are involved in a transportation accident and assistance from another utility is required.
B.
RESPONDING TO A REQUEST FOR ASSISTANCE 1.
Vice President Nuclear a.
Authority.
The Vice President Nuclear is the initial contact for a utility requesting assistance in a transportation accident. He has the authority to commit Company resources, to direct the Nuclear Division response and to withdraw assistance. His alternates are the Assistant Vice President Nuclear and the Trojan Plant General Ma na ge r, b.
Re spons ibilities.
The Vice President Nuclear is responsible for ce==1tting Company resources. He is responsible for notifying and transmitting necessary infor=ation to the Trojan ?lant General Manager, for assuring the appropriate State and Federal notifications are made and for assuring the Company response is appropriate. He is responsible for the rei=bursement of ?GE by the requesting utility for expenses incurred in providing assistance.

c.
Duties.
1)
Make decision to provide assistance.
2)
Obtain from the requesting utility the infor:ation listed in Table 31-1.
3)
Notify the Trojan Plant General Manager and transmit the information in Table 31-1 to him.
4)
Direct overall Nuclear Division response.
5)
Make decision to end assistance and notify the requesting utility prior to withdrawal of personnel and/or equipment.
6)
Furnish the requesting utility with a detailed statement of all costs and expenses incurred in providing assistance.
2.
Trojan Plant General Manager a.
Authority.
The Trojan Plant General Manager reports to the Assistant Vice President, Nuclear. He has the authority to direct the Plant response.
b.
Res pons ibilities.
The Trojan Plant General Mnaager is responsible for the notifi-cation and transmittal of information to the Radiation Protection Supervisor. He is also responsible for coordinating the Plant response.
c.
Duties.
1)
Obtain from the Vice President Nuclear the infor=ation listed in Table 31-1.
2)
Notify the Radiation Protection Supervisor of the request for assistance and transmit the Table 31-1 information.
3)
Direct overall Plant response.

Radiation Protection Supervisor a.
Authority.
The Radiation Protection Supervisor reports to the Manager Technical Services who reports to the Trojan ?lant General I?-31 Page 2 of 11 Revision 0

Manager. He becomes the primary contact between PGE and the requesting utility once the initial commit =ent of resources has been =ade.
He has the authority to direct the activities of the Response Team.
b.
Respons ibilities.
The Radiation Protection Supervisor is responsible for determining the equipment and/or personnel necessary to respond and for assuring the Response Team is adequately trained. The Radiation Protection Supervisor or his designated alternate is responsible for directing the Response Team activities at the accident location and for determining when equipment and/or personnel can be withdrawn. He is also responsible for maintaining contact with the requesting utility and for keeping track of ti=e and expenses incurred in providing assistance.
c.
Duties.
1)
Obtain from the Trojan Plant General Manager the informa-tion listed in Table 31-1.
2)
Determine the personnel and/or equipment necessary to respond while maintaining at least the minimum required equipment and supplies to respond to an incident at Trojan.

Direct the activities of the Response Team at the accident location.
s 4)
Maintain contact with the requesting utility and t,ransmit appropriate inf ormation.
5)
Make the recommendation to the Vice President Nuclear to withdraw assistance.
6)
Maintain records of time and expenses incurred in providing assistance and transmit these records to the Vice President Nuclear upon withdrawal of assistance.
7)
Deter =ine training requirements for the Response Team.
4.
Response Team a.
Authority.
The Response Team reports to the Radiation Protection Supervisor and consists of personnel designated ':y the Radiation ?retection Supervisor.

Perform radiological assistance at the accider.t location as directed by the Radiation Protection Supervisor.
C.
REQtTESTING THE ASSISTANCE OF ANOTHER UTILITY 1.
Vice President Nuclear a.
Authority.
The Vice President Nuclear has the authority to request assistance from another utility in the event that a shipment of radioactive material to or from the Trojan site is involved in an accident.
His alternates are the Assistant Vice President Nuclear and the Trojan Plant General Manager.
b.
Respons ibilities.
The Vice President Nuclear is responsible for requesting assistance from the appropriate utility and for transmitting to that utility the initial information concerning the accident. He is also responsible for the reimburse =ent of the responding utility for expenses incurred in providing assistance. He is responsible for assuring that the appropriate State and Federal agencies are s
notified and that the request for assistance is appropriate.
c.
Duties.
1)
Obtain from the Trojan Plant General Manager the information listed in Table 31-2.
2)
Contact the appropriate utility and request assistance.
Also transmit the information from Table 31-2.
3)
Direct the notification of the Director of Nuclear Reactor Regulation or the Director of Nuclear Material Safety and Safeguards as appropriate in accordance with 10 CFR 140.6.
4)
Confirm the request for assistance by providing to the responding utility a letter of confirmation (see Figure 31-1).
3)
Direct the reimbursement of the responding utility for ti=e and costs incurred in providing assistance.

Trojan Plan: General Manazer a.

The Trojan Plant General Manager reports to the Assistan: Vice Presiden: Nuclear. He has the authori:y to advise the Vice President Nuclear as to the na:ure and extent of assis:ance recuired.

b.
Respons ibilities.
The Trojan Plant General Manager is responsible for the notifica-tion of and the transmittal of infor=ation to the Vice President Nuclear and the Radiation Protection Supervisor.
c.
Duties.
1)
Obtain from the Shif t Supervisor or the Radiation Protection Supervisor the information listed in Table 31-2.
2)
Notify the Radiation Protection Supervisor, if appropriate, and transmit to him the infor=ation in Table 31-2.
3)
Determine whether assistance is required, the utility to be contacted and phone numbers to be used (telephone numbers are listed in PGE 1009A).
4)
Notify the Vice President Nuclear and transmit to him the information in Table 31-2, including utility contacts and phone numbers.
5)
Make the necessary notifications to the Director, Region V of the NRC and to the Oregon Department of Energy.
3.
Radiation Protection Supervisor a.
Authority.
The Radiation Protection Supervisor reports to the Manager Technical Services who reports to the Trojan Plant General Manager. He becomes the pri=ary Company contact with the assisting utility once the initial contact is made and may be the initial PGE contact in the event of a transportation accident involving radioactive material shipped to or from Trojan.
b.
Responsiblities.
The Radiation Protection Supervisor is responsible for deter-
=ining the extent of assistance required, for maintaining contact with the assisting utility and for directing overall activities at the accident location.
c.
Duties.
1)
Obtain f rom the Trofan Plant General Manager the information in Table 31-2.
2)
Determine the extent of assistance reccirci and =ake recc==endations to the Trojan Plant General Manager.

4.
Shift Supervisor a.
Authority.
The Shif t Supervisor is responsible for safe operation of the Plant. The Shif t Supervisor may be the initial PGE contact in the event of a transportation accident involving radioactive materials being shipped to or from Trojan.
b.
Responsibilities and Duties.
1)
Upon receiving the initial call, obtain the available infor=ation listed in Table 31-2.
2)
Contact the Trojan Plant General Manager and transmit the data obtained in Table 31-2.
