O'Reilly, Chief, Reactor Inspection and Enforcement Branch Division of Compliance, liendquarters SPECIAL REPORT - SAMPLING INSPECTION PROGRAM - CllICAGO BRI'DGE AND IRON (CB&I) - CONTAINHENT STRUCTURES The attached special report covering the subject sampling inspection program is forwarded for appropriate distribution. This report is in response to your Memo Route Slip dated July 2, 1968, subject as above.
You will note the inspection activities performed and preparation of the report have been organized with the intent to focus mainly upon the specific areas of interest listed in the guidance memorandum. We believe the areas of interest covered by the review and degree of depth have been adequate to meet the objectives.
Our assessment of this review has attempted co balance the statement that CB&I had conducted a 1007. review of the CTR's against the inspector's find-ings. While the discrepancies noted are minor, in our judgement, (to the extent that a second sampling was not required) they are indicative of the need for CB&I to sharpen up their review process. We have good indications, from prior contacts, and as noted in Part V of the report, that CB&I Chicago plant is taking steps to improve. The report, Section III-A, men-tiens a study now in progress at CB&I aimed at company-wide standardization of many of the areas touched upon during the review.
l Additionally, you will note in Section III-A-1-a the Chicago Plant Shop Superintendent and Quality Control Department liead positions are filled by the same individual. We have confirmed with the CB&I corporate office that.
this is indeed a temporary condition; the Quality Control Department will soon be under separate direction.
