BIG ROCK POINT PLANT - NUREG-0737 ITEM II.F.1 ATTACHMENT 1 - N0 ELE GAS EFFLUENT MONITOR By letter dated February 5, 1982, Consumers Power Company identified the-possibility of a delay in the delivery of equipment associated with our stated commitment to NUREG-0737 Item II.F.1, Attachment 1.

Despite the best efforts on the part of Consumert, Power Company to expedite the manufacturing and shipment of this equipment, a delay has occurred and shipment is not expected to be made before the end of the current refueling outage at the Big Rock Point Plant. The delay in the delivery schedule for this equipment was communicated to Mr Richard Emch of your staff via a telephone conversation.

Consumers Power Company has identified several problems related to the equip-ment vendors manufacturing and certification program. The delay that has occurred is a direct result of the vendors inability to satisfactorily resolve those problems. The problems include those listed below:

1.

Lack of approved vendor drawings for the equipment.

2.

Lack of vendor supplied operating and maintenance instructions.

3.

Inability of the sample pumps to meet the specified flow requirements.

4.

Inability of the equipment to meet the specified environmental requirements.

Big Rock Point Plant NUREG-0737 Item II.F.1 Att 1 March 19, 1982 The vendor has been informed that Consumers Power Company will insist on compliance with ihe requirements specified for this equipment.

In addition to correcting the technical deficiences of the equipment, Consumers Power Company will require that the engineering drawings and instruction manuals be complete and approved prior to shipment of the equipment.

As committed to in Consumers Power Companys letter of February 5,1982, installation of the equipment associated with our stated commitment to NUREG-0737 Item II.F.1, Attachment 1, will be completed at the earliest time after receipt of the equipment.

In light of the above, however, a date for the installation of the equipment can not now be determined.
