This is in response to your letter of February 12, 1982, en-closing a Notice of Violation relating to the, requirement that licensees demonstrate, by February 1, 1982, that admin-istrative and physical means have been established for alerting and providing prompt instructions to the public located within the plume exposure pathway emergency planning zone.
