This is in response to your letter of February 12, 1982, en-closing a Notice of Violation relating to the, requirement that licensees demonstrate, by February 1, 1982, that admin-istrative and physical means have been established for alerting and providing prompt instructions to the public located within the plume exposure pathway emergency planning zone. Our position on this matter is set forth in the enclosed Statement in Reply to Notice of Violation.
