AFFIDAVIT OF RICHARD L. EMCH, JR.

CONCERNING BOARD QUESTION I, Richard Ench, being first duly sworn, do depose and state:

1.

My name is Richard Emch, and I am Project Manager for t'ta Big Rock Point Plant, Division of Operating Reactors, Nuclear Regulatory Commission, Washington, DC 20555.

A copy of my professional aualifications is attached to this affidavit.

As part of my responsibilities I supervise the licensing activities l

concerning the Big Rock Point Plant.

My affidavit addresses the Board's question, posed in the conference call which took place on March 1, 1982, concerning the expected effect of vessel embrittlement on the life expectancy of the Big Rock Point Plant.

We do not expect the reactor vessel embrittlement problem to shorten the life expectancy of the Big Rock Point Plant.

From time to time, the pressure-temperature limits for the reactor vessel will have to be amended to account for embrittlement of the metal due to neutron exposure. As the metal receives more neutron exposure, it becomes more brittle. As it does so, the reactor wall temperature necessary to maintain the appropriate margin of safety against rupture at a given pressure shifts upward. So over the course of time, the temperature at which hydrostatic testing is done increases. Also, the plant must heat-up to higher temperatures before pressurizing.

The temperature shift at Big Rock Point, less than 10 F per year, has not been and will not be as large as has been experienced at some of the older pressurized water reactors. Therefore, we do not expect the embrittlement issue to shorten the life of Big Rock Point.

PROFESSIONAL QUALIFICATIONS 0F RICHARD L. EMCH, JR.

I am the. Nuclear Regulatory Commission Project Manager for the Big Rock Point Plant. As a Project Manager I manage and participate in the review and evaluation of safety and environmental considerations as:ociated with the design and operation of nuclear power facilities, especially those licensed for operation.

I also currently participate in the Systematic Evaluation Program which involves a comprehensive review and evaluation of older operating facilities to determine and document the acceptability of departures from current licensing requirements.

I received a Bachelor of Science Degree in Applied Physics from Louisiana Technical University in 1973.

I also received a Master of Science Degree in applied Nuclear Science from G7orgia Institute of Technology in 1974.

In 1974, I jo'ined the Nuclear Regulatory Commission (formerly AEC) as a Health Physicist. Since that time I have also held the positions of Nuclear Engineer and Senior Nuclear Engineer.
