'Ihe three of us attended the third annual meeting of MVI for these main purposes:

(1) To participate in the various technical sessions which ran concurrently for three days; in particular (a) flubert J. Miller attended sessions which enphasized site characterization and regulation.

(b) Robert J. Wright attended sessions which emphasized mining l

engineering, repository design and site selection.

(c) Philip S. Justus attended sessions which caphasized site characterization, geoscience research progress and siting l

criteria.

(d) Ihibert J. Miller co-presented a paper with M. Bell at the session on, " Regulatory Framework" entitled, " Current NRC Perspective On The Regulation Of An IILW Geologic Repository.

actively involved in the present NWIS program. The objective was to explore with DOE Shnaganent at all levels and for all activities within the DOE organization mechanisms that might be used for intensive technical exchange on prelicensing questions. 'Ihis included most inminent questions related to SQt preparation.

'Ihe principal benefits of the infomni contacts with nnnagers such as Carl Cooley and Italph Stein of DOE; Neal Carter, Mike Glora and Judith i

were establishment of personal relationships which facilated subsequent conminication amt information exchange. Each of us has had followup telephone conversations with most of these managers with informility which enhances our ability to discuss issues ami exchange ideas more freely than if we had not met each other before, i

'1he illustrated lectures at the technical sessions which we attemled and l

the ancillary discussions and simmries provided an opportunity in a short time span to review or become newly acquainted with aspects of the IY 1981 offort that concerns NHC.

Incidental contacts, but possibly inportant ones, were initiated during the course of the meeting by potential contractors seeking to work for NHC. Literature collected at the meeting was circulated annng the Wrf staff and we discussed aspects of the trip with individual staff.

4 More specifically, as a result of our requests and contacts the question of how NHC and DOE can and should proceed in working out questions was l

reviewed in a M 4 sed DOE program management session. All field offices l

were required tu report to DOE IIcadquarters with specific reemmendations j

in Decenber. We are following up on the results of this with DOE i-l DIST:
