Enclosed is a resutmittal of the repair program for the Waterford SES Unit

  1. 3 Ibactor Contairurent equip ent hatch cover and roof cutout. 'Ihis program also includes the methods of ratoving miscellaneous temporary clips, bracket straps and lugs, and the installation of permanent pads and clips as required.

The purpose of this letter is to further clarify the method by which this activity is being accmplished.

On 2-8-78 Ebasco (Agent for Louisiana Power and Light) approved the use of the 1977 National Board Inspection Code for the above activities due to the fact that repair activities for Class MC Vessels was not delineated by the ASME/B&PV Code Section XI at that time.

CB&I cmpleted the vessel and it was pressure tested.

b.

Prior to cmpleting the Data Report and N Stanping, CB&I cut out a dollar plate on the roof and cut off the hatch cover.

After N Stanping, CB&I re-installed the roof cutout and hatch cover using their Repair and Alterations QAM Issue 4 and National l

Board rules for " repair".

In accordance with Chapter III of National Board rules, there are two ways j

to fix a vessel at the jobsite - either repair (R-201) or alteration (R-202). Paragraph R-300 gives the rules for making the repair or alteration.

J CB&I's existing N-1 Data Ibport includes the shop fabrication work done on these two itms. Suppleent No. 2 to CB&I's Data Report, notes 3 and 4 4

exclude the weld joints to be made at the jobsite. The weld joints are covered by the Data Report generated under G&I's Depair and Alterations OAM Issue 4.

CB&I's N-1 Data Report covers material and fabrication for the dollar plate and equipnent hatch.

Work done on the vessel at the jobsite was repair, since there was no alteration of the basic design concept, and is in basic agreement with 1

Chapter III Supplement 1.B.2 for the removal of miscellaneous tmporary clips, bracket straps and lugs, and the installation of permanent pads and clips; and with Chapter III Supplement 1.B.6 for the repair of the equipment hatch cover and the roof cutout.

In accordance with the Aational Board Inspection Code Chapter III Section R-1101.3 (Jurisdictional Authorization) we are submitting these repair programs. If there are any questions concerning these activities please advise.
