Dear Mr. O'Reilly:
On November 3,1981, Mr. Virgil Brownlee of NIC Region II was notified of a substantial safety hazard as defined by 10 CFR 21. The item was discovered during a review in preparation of a response to NUREG 0588. At that time an arrangement was made which established the framework for reporting additional items determined to be reportable per 10 CFR 21 or 10 CFR 50.55(e) which were discovered during the review.
TV.aouth Carolina Electric and Gas Conpany's (SCE&G) NUREG 0588 baseline revim is essentially complete to date and the results were subnitted to Mr. Harold R. Denton of NRC in Revision 4 to SCE&G's Environmental Qualification of Safety Related Electrical Equipment per NUREG 0588 on February 19, 1982. No additional reportable itens have been discovered during the review.
It is our evaluation that the framework for reporting additional items is no longer required, and that any future reportable itens which might be discovered can be better managed on a case by case basis. This is considered a fina'. report on this matter.
