Dear Chairman Palladino:
On February 17, 1982, Attorney General Bellotti of Massachusetts filed a Petition to intervene in the Commission's proceeding for modification of the operating license for the Pilgrim Nuclear Power Station in Plymouth, Massachusetts.
That Petition was filed with Mr. DeYoung,since it is his office which initiated the license amendment proceeding.
I have been advised by Mr. Stephen Burns of the Commission's legal staff that the full Comnission must act on the Attorney General's Petition and that this matter is properly viewed as pending before the full Commission.
For that reason I am hereby forwarding copies of the Attorney General's Petition to you and the other members of the Commission.
Boston Edison Company and the Commission's legal staff have recently filed memoranda opposing Attorney General Bellotti's Petition.
The Attorney General, in the enclosed " Notice of Intent to File Brief," requests an opportunity to submit a memorandun in support of his Petition on or before March 31, 1982.
