Dear Mr. Haynes:

COMBINED INSPECTION REPORT 50-354/81-18 AND 50-355/81-19 NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION Your letter, dated January 29, 19 82, transmitted the above referenced inspection report which contained a Notice of Violation concerning ineffective corrective actions by a subcontractor for failure to control the issuance of weld filler material as stipulated in applicable procedures. The following response is provided in accordance with the Notice of Violation.

Corrective Steps Taken and Results Achieved:

General Electric, I&SE has provided additional training to Super-vision and welders concerning the issuance of weld filler material

.pnd the use of Traveler packages. An investigation was performed to determine the impact of the failure to comply with the issuance procedures. It was determined that, since only one heat and lot of filler material was available in each size and type, the information recorded on the Joint Process Control Sheets (JPCS) was indeed l correct. Traceability of weld material to individual welds, there-I fore, was maintained.

1 Corrective Steps Taken to Avoid Future Violations:

i l In order to prevent recurrence of similar violations in the future, all GE I&SE site indoctrination of supervisory and QA personnel will include a review of all applicable site initiated Nonconformance Reports , Corrective Action Requests, and NRC violations .

Mr. R. C. Haynes 2/18/82 In addition, to prevent future violations of weld filler material con trol requiremen ts of the GE/I&SE QA Manual, instruction HC-501.-

2-1 has been initiated and implemented. This instruction describes specific activities to be perforned to assure compliance with the QA Manual. In accordance with Inis instruction, the welding supervisor will authorize the issuance of weld filler material by initiating a Filler Metal Release Authorization. The welder will present this form to the issue station attendant. The issue station attendant has been delegated, by the welding supervisor, the responsibility to transfer the appropriate information to the Joint Process Control Sheet (JPCS), record the heat and lot numbers on the JPCS, and issue the weld material to the welder. The welding supervisor will check the release authorizations against the information recorded on the JPCS.

GE/I&SE QC personnel will perform regular surveillance of weld filler material issuance to assure compliance with instructions and procedures.

Finally, indoctrination of new welders and, supervisory personnel will include weld material issuance and Traveler package usage.

Date When Full Compliance Will Be Achieved:

Full compliance, in accordance with the corrective actions cited above, will be achieved by February 19, 1982.
