Dear Mr. Keppler:
The following is in response to the inspection conducted by Messrs.
R.
Lanksbury, F. Maura, and F. Reimann on January 5-8, 12-15, 19, and 20, 1982 of activities at LaSalle County Station, Unit 1.
Reference (a) indicated that certain activities appeared to be in non-compliance with NRC requirements.
The Commonwealth Edison Company response to this notice o f violation is provided in the enclosure.
To the best of my knowledge and belief, the statements contained herein and in the enclosure are true and correct.
In scmL respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison and contractor employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

O ENCLOSURE RESPONSE TO NOTICE OF VIOLATION Non-Compliance 10CFR50, Appendix B, Criterion XVI, requires that measures be established to assure that conditions adverse to quality, as failures, malfunctions, deficiencies, deviations, defecti,ch su ve material and equipment, and nonconformances are promptly identified and corrected.
In the case o f significant conditions adverse to quality, the measures shall assure that the cause of the condition is determined and corrective action taken to preclude repetition...
The identification o f the significant condition adverse to quality, the cause o f the condition, and the corrective action taken shall be documented and reported to appropriate levels of management.
Contrary to the above, the licensee failed to take adequate corrective action as stated in response to an item of noncompliance identified in Report No. 50-373/81-28.
Th e response stated that full compliance would be achieved by January 4, 1982.
The inspector found that the required changes to the Motor Operator Data book were not completed until January 19, 1982.
Corrective Action and Results Achieved The requireo changes to the Motor Operator Data Book were completed on January 19, 1982.
Corrective Action to Avoid Further Noncompliance Review of the Station procedure applicable to tracking of NRC commitments identified no necessary corrective actions.
This problem occurred due to not utilizing the tracking systems available rather than due to a flaw in the system.
The individual involved has been ~ notified o f his error.
No further j
corrective action is necessary.
Date of Full Compliance Full compliance has been achieved.
