Dear Mr. Bevan:

The purpose o f this letter is to confirm our telephone conversation regrarding the requirements for independent fire protection and loss prevention program and inspection and audits.

The Technical Specification states:

"H.l.

An independent fire protection and loss prevention program inspection and audit shall be performed at least once per 12 months utilizing either qualified of f-site licensee personnel or an outside fire protection firm.

H.2.

An inspection and audit of the fire protection and loss prevention program shall be performed by a qualified outside fire consultant at least once per 36 months."

Based on our discussions on March 16 and 17, 1982, it is our understanding that, if Item H.1 were accomplished annually by an outside fire protection firm, Item H.2 would be automatically accomplished.

The intent is that an annual inspection and audit must be performeo. At least once each 36 months, the annual inspec-tion must be done by an outside fire protection firm instead of qualified of fsite personnel.
