Final Report of 10CFR50.55(e) Item on Non-Seismic Equ Erected Over Seismic (#26).

Dear Mr. Keppler:

This is subnitted as Detroit Edison's final report on Non-Seismic Equiptent erected over Seismic problem which was reported per 50.55(e) requirements.

The problem was originally reported to Mr. J. Konklin of NRC-Region III by Mr. R.W. Barr, Detroit Edison Project Quality Assurance Director, by tele-phone on January 18, 1980. It had been noted, at that time, that non-seismic equipnent was erected over and/or in close proximity to safety related equip-ment.

Edison Engineering had identified the affected equignent as non-seismic pieces of INAC duct located in the Reactor and Auxiliary Buildings. The problem did not exist in the RIIR cmplex, as all INAC duct work there has been seismically designed; nor does it exist in other Fermi 2 buildings such as the Turbine or Radwaste Buildings, as no safety related equipnent is located there.

A redesign of supports in the problem areas was necessary. A contract to do this work was awarded to Giffels Associates, Inc. Giffels conducted a study on the ducts, and an actual reanalysis'of duct hangers was started in July and has been completed. Edison Engineering released to the field the design, erection and detail drawings of the INAC ducts for all systems, (5th floor through sub-basement). This empletes the engineering portion of this item.

Where electrical cables were involved, Sargent and Lundy performed the work under existing contracts. The " Final Piping System Report" was issued by Sargent and Lundy on December 28, 1981. A walkdown is scheduled to begin on March 15, 1982.
