J REQUIREMENTS FOR TMI-l RESTART
,#" /7. 71 G M I y menovandum to me dated December 14, 1931, Mr. Shapar reconmended that we initiate actions necessary to detemine the T'iI-l Licensee's compliance with res tart requirenents. Our actions taken to date and plans for completion of this effort are as follows:
A list of hearing related restart requirements has been compiled from Staff review of the Licensee's Restart Report, Staff Safety Evaluation Reports and Board Partial Initial Decisions.
This list has been developed in the fcna of a detailed inspection natrix which Reaion I inspectors are using as a basis for their inspections.
In addition, there are approxi-nately 100 outstanding items from inspection findings which are hearing related and resolution of these items will be included in the Staff's certification that restart requirenents have been completed.
Copies of these lists were previously provided to J. Cutchin of your staff. All items on these lists will be verified complete or resolved by Region I inspectors and/or the NRR Staff. Periodically, Region I will provide reports to f!RR documenting the status of remaining items.
At the present time, there are nunerous items remaining to be completed.
Many rodifications are in the final stages of construction and testing, but clearing of incomplete work items renains to be conpleted.
- Recently, najor problems with steam generator tubes have been discovered and the Licensee has indicated that it will be at least six nonths before the steam generator problems are resolved.
Resolution of the steam generator problem is the pacing item for plant readiness to restart.
It is possible that all hearing related restart requirements could be completed earlier than this, but it is not clear whether the Licensee intends to dedicate sufficient resources to complete restart requirenents as fast as possible or whether their completion will be paced with the steam generator problem.
It is also unclear what additional delay may be incurred due to actions required by the recent court decision on psychological stress.

.i G. II. Cunningham In any case, the HRR Staff and Region I inspectors will continue to nonitor the Licensoo's efforts and close out itens as they are completed. We will notify OELD when these efforts are near completion.
