In accordance with your application transmitted by letter dated flovember 12, 1981, and pursuant to Title 10, Code of Federal Regulations, Part 70, liaterials License lio, Siel-368 is hereby amended to incorporate your Radiological Contingency Plan. Accordingly, effective June 1,1982, Condition 12 of SNM-368 is amended to read:

Condition 12. The licensee shall implement, maintain and execute the Radiological Contingency Plan, except for all classified subsections (1.2.2.1, 1.2.2.2, 1.2.2.5, 1. 3, 2.1.1.1 and2.1.1.2)transmittedbyletterdated Hovember 12, 1981. The licensee shall prepare and maintain implementing procedures for the Radiological Contingency Plan.

In addition, the licensee shall make no change in the Plan, without the approval of the Comission, if the change would decrease the effectiveness of the Plan.

The licensee rnay make changes to the Plan provided the changes do not decrease the effectiveness of the Plan. The licensee shall maintain a record of such changes for a period of two years.

In addition, the licensee shall provide a description of the change to the Dioector, Division of Fuel Cycle and !!atettal Safety, U.S. NRC, Washington, D.C. 20555 with a copy to the Administrator, NRC Region I, 631 Park Avenue, King of Prussia, PA 19406.

p United Nuclear Corporation E 4 E2 This amendment supersedes Amendment No.12, dated April 7,1980, in its entirety. The Radiological Contingency Plan and implementing procedures supersede the emergency planning requirements of 10 CFR 70.22(1) as they refer to onsite planning and notification.

All other conditions of this if cense shall remain the same.

The above condition was discussed and agreed to by your Mr. Kirk and George Bidinger of my staff on February 24, 1982.

Enclosed for your infonnation is a copy of our report on the review of the Radiological Contingency Plan.

SUBJECT:

REVIEW 0F RADIOLOGICAL CONTINGENCY PLAN I.

Background

The United Nuclear Corporation Naval Products Division (UNC) is authorized by NRC License No. SNM-368 to possess 12,000 kg of Uranium-235 of any enrichment,10,000 kg of source material, and 5 grams of Uranium-233.in any form. The licensee manufactures highly enriched uranium fuel elements into complete nuclear reactor cores for the United States Navy nuclear propulsion program. The current license was renewed on May 3,1977, and is due to expire i

on March 31, 1982.

On February 11, 1981, the NRC issued an Order to UNC to submit within 180 days of the effective date of the Order a Radiological Contingency Plan in accordance with a standard fonnat and content (Enclosure 1 to the Order).

On July 29, 1981, UNC sent a letter to NRC referencing some previous documents and indicated that this submittal was in satisfaction of the February 11 Order.

On October 1,1981, NRC informed the licensee that the July 29 submittal was unacceptable and did not comply with the requirements of the Order.

On November 12, 1981, UNC submitted a. Radiological Contingency Plan in accordance with the provisions of the Order.

II. The Radiological Contingency Plan submitted by UNC on November 12, 1981, is a comprehensive document that adequately addresses all emergency j

response concerns at UNC's Uncasville facility.

That facility is located on an isolated 250-acre site surrounded by hills.

The site is further protected by the Thames River on the east and by an inlet of the river (Trading Cove) on the north. No population cceters (office buildings, schools, etc.) are located in the ininediate vi;inity of the UNC site.

The response measures of dNC's Radiological Contingency Plan are supplemented by an Emergency Manual that has been in use at the facility for several years. UNC's response capability is also supple-mented by the availability of outside resources.

The State of Connecticut has demonstrated diligence in the development of an Emergency Operations Plan that incorporates site-specific Radiological Emergency Response Plans for the nuclear facilities within the State, including UNC's Uncasville facility.

The Connecticut plan assures cooperation and coordination among a large number of Federal and state agencies, local governments, and private organizations should a radiological incident occur with offsite consequences.

the Millstone Nuclear Power Station (15 miles j

southwest), the Haddam Neck Station (25 miles west), the Electric Boat l

Co. at Groton (seven miles south), U. S. naval activities at Groton and at New London (ten miles south), the Combustion Engineering plant at Windsor, and DOE's General Electric and Knolls Atomic Power 4

Laboratory op'erations.

Transportation and communications assistance is available from the U. S. Coast Guard at Groton (seven miles south).

Backup medical assistance is available from the U. S. Naval Submarine Center at Groton and the DOE REACTS facilities at Oak Ridge, Tennessee.

III. Conclusions and Recomendations i

j The UNC license should be amended to incorporate the Radiological 1

Contingency Plan dated November 12, 1981, as a condition of the license.

The proposed amendment should have no adverse effect on the public 1

health and safety or on the quality of the environment and should improve UNC's ability to protect against, respond to, and mitigate the i

consequences of an accident involving radioactive materials.
