South Texa Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Response to NRC Inspection Findings The following is our response to the item of noncompliance identified in Investigation Report Nos. 50-498/81-33 and 50-499/81-33, dated January 22, 1982.

CORRECTIVE STEPS WHICH HAVE BEEN TAKEN Deficient Controlled M&TE Evaluation Reports ; ave been issued for all discrepant items that were identified by serial number in the above refer-enced Investigation Report.

The specific items were welder test sets ST-CC-0933 through 0943, tong testers ST-CC-1839 through 1843, and temperature gauges ST-CC-1607 through 1615.

Resolution of the Evaluation Reports will assure that properly calibrated, functional equipment was used or identify areas where remeasurement is necessary.

A review by HL&P Quality Assurance has identified additional discrepancies which also involve the Simpson 260 multimeters referenced in the Investigation Report.

These discrepancies have been Jocumented on HL&P Corrective Action Report (CAR) HM-044.

The CAR has been transmitted to Brown & Root for action.

All B&R Calibration personnel were instructed to record first run data and issue Deficient Controlled M&TE Evaluation Reports in accordance with B&R procedures when equipment is found to be defective.

CORRECTIVE STEPS WHICll WILL BE TAKEN TO AVOID FURTHER VIOLATION On April 1,1982, Ebasco the new constructor, will assume responsibility for calibration activities at the South Texas Project.

The calibration program and procedures will be reviewed and approved by Ebasco and Bechtel.

Personnel will be qualified and trained prior to beginning activities.

The calibration program will be audited and surveillances perfonned by Ebasco, Bechtel and HL&P.

The equipment identified on that CV is withheld from use. All other equipment utilized during caretaker activitia is being processed per the calibration program requirements.
