(" Applicants") hereby submit their answers to " CASE's Eighth Set of Interrogatories to Applicants," served March 1, 1982.
Applicants will respond to CASE's requests to produce included in its Eighth Set of Interrogatories prior to the March 29, 1982 cut-off date for discovery.
Applicants also supplement certain of their February 25, 1982 responses to CASE's Seventh Set of Interrogatories.

Applicants will premise their responses and future supplementation of responses, if necessary, on this 4
clarification.

As stated in our response to CASE's Seventh Set of Interrogatories and Applicants' telephone conversation with CASE on March 8, 1982, neither Brown & Root nor Texas Utilities attended the referenced January 11, 1982 meeting with the ASME.
We are, therefore, unfamiliar with the meeting agenda or if the meeting was ever held.

The most recent audit of Mason-Johnston & Associates was conducted April 12, 1977.
Mason-Johnston was contracted to perform geotechnical services on-site at Comanche Peak.
Mason-Johnston has not been an active on-site contractor since August, 1977.

In addition to TGF-1, 2 and 3, an audit of Grinnell Fire Protection Systems Co.,
Inc. (TGF-4) was performed on November 2-5, 1981.
TGF-4 was in use at the time other audit reports were supplied to CASE and is now available for inspection and copying.
TGF-4 is the most recent audit for Grinnell.
The company is currently performing work at Comanche Peak.

Grinnell Fire Protection Systems Co., Inc.
will continue to be audited by TUGCO QA on a regular basis.

TBS-1 is the only audit of Bahnson Services which Applicants have performed to date.
Bahnson will be audited by TUGCO QA on a regular basis.

The alphaaumeric designations given to each audit are described in Procedure CQP-CS-4 of the Corporate Quality Procedures / Instructions Manual, which has been made available to CASE.
Specifically, TCP, TMJ, TGF, and TBS are audits by TUGCO QA of Comanche Peak, Mason-Johnston, Grinnel Fire Protection Systems, and Bahnson Services, respectively.
The determination as to when an audit is performed is described in detail in CQP-CS-4.

To date, three audits have been performed by Hartford Steam Boiler with regard to Comanche Peak.

Applicants will respond to this request for production of documents prior to the March 29, 1982 cut-off of discovery.

In accordance with Applicants' March 8, 1982 telephone conversation with CASE, Applicants provide the following response.
There are approximately 245 Brown & Root Quality Assurance and Quality Control personnel currently located at the Comanche Peak site.
In that production of the requested information for each of those persons, and for all past employees, would be burdensome on both Applicants and CASE, Applicants will await further specification by CASE before responding.

TUGCO has always maintained ultimate responsibility of QA/QC at Comanche Peak.
Initially, contractors managed and implemented their own QA programs.
TUGCO's participation was that of surveillance of the contractors' activities.
To better fulfill our responsibilities, TUGCO became more involved in the day-to-day details of the project.
This involvement increased to the degree that in January, 1978 TUGCO took over the direct management of the Brown & Root QA/QC effort at Comanche Pcak.

The quote from page 6 of I&E Report No. 80-25 is not complete.
The next sentence reads as follows:
"The NRC personnel stated that there was no specific regulatory concern since safety does not appear to have been compromised as yet but could possibly be sometime in the future if appropriate actions were not taken as indicated above."
(Emphasis added.)
The management actions were in place at the time of I&E Report No. 80-25.
Specifically, the CPSES project management control system provides general guidelines for the ratio of helpers to journeymen, journeymen to foremen and foremen to general foremen.
It was instituted to control costs and improve quality by limiting the worker / management interfaces.
TUSI has taken no actions as a result of I&E Report No. 80-25 because none were required.

The ratios discussed in our response to question 19.a.are:

TUSI is in agreement with this statement.
