g3 South Texas Project, Units 1 & 2, Docket Nos. STN 50-498 and 50-499 Gentlemen:
As counsel for Applicants in the operating license proceeding for the South Texas Project (STP), we have re-ceived copies of pleadings by the Intervenors in that case, as well as letters they have written to you, pertaining to your respective visits to the STP site.
In these documents the intervenors suggest that a Commissioner can neither visit a site nor speak to a repre-sentative of an applicant or a member of the NRC Staff involved in a proceeding without violating 10 C.F.R. S 2.780.
Such an interpretation of NRC requirements would place a Commissioner in a position where the pendency of a proceed-ing would utterly prevent him from obtaining the type of information he may require to fulfill such of his general responsibilities as are unrelated to pending adjudicatory issues.
Intervenors demand affidavits from all those associated with your respective visits and related documentation.

Roberts March 16, 1982 Page Two proceeding, the only measure required in the event that some ex parte communication had inadvertently occurred during your visits is that a summary of such communication be placed in the Public Document Room with appropriate service on the parties.
Other burdensome measures of the type suggested by Intervenors are neither necessary nor required.
