Dear fir. Olsen:

By letter dated flay 19, 1981, as supplemented by letters dated June 3,1981 and July 9,1981, you subnitted a revision of the Peactor Physical Security Plan for your Babcock 1. Wilcox Lynchburg Research Center reactors, License Pos. CX-10 and R-47.

We have reviewed the subnittals and have concluded that the revision meets the requirenents of 10 CFR 73.67 for the protection of special nuc1 car material of moderate strategic significance. Since the current MRC-approved physical security plan should properly be reflected in the itcense authorization for your facility, we are herewith issuing Amendnent Nos.12 and 15 to Facility License Hos. CX-10 and R 47, respectively, which identifies your currently approved physical security plan.

Chan1cs which would not decrease the effectiveness of your approved physical security plan may be nade without prior approval by the Connission pursuant to the authority of 10 CFR 50.54(p). Changes which do require prior HRC approval should he subnitted and identified as license anenMent requests.

You are required to subnit a transportation Physical Security Plan to the HRC at least 120 days prior to any anticipated shipnents or receipts of special nuclear naterial of moderate strategic siqnificance (10 CFR 73.67(e))

or 10 kg or nore of low strategic significance (10 CFR 73.67(g)).

Based on the fact that this license anendnent applies to the physical security plan and incorporates into the license the latest requirenents of your updated physical security plan, we have concluded that:

(1) the anendnent does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety nargin, and, therefore, does not involve a significant hazards consider-ation; (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action; and K0$$$$oj3 onm

to ti,e health and safety of the public.

We have deternined that this amendrent will not result in any significant i

environoental impact and that it does not constitute a pajor Connission i

action siqnificantly affecting the quality of the human environment.

He have also determined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having made these deterninations, we have further l

concluded that, pursuant to 10 CFR Sl'.S(d)(4), an environnental inpact assessment and negative declaration need not be prepared in connection with issuance of this amendment.

The docunents comprising the currently approved physical security plan for the Lynchburg Research Center and our evaluation findings have been placed in the Conmission's files. Pursuant to 10 CFR 73.21, this infornation is being withheld from public disclosure.

i It is required that this physical security plan be implemented within 30 i

days from the date of issuance of this amendncnt.
