NOTICE OF ISSUANCE OF AMENDMENTS TO PROVISIONAL AND FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendments Nos. 82 and 75 to Provisional Operating License No. DPR-21 and Facility Operating License No. DPR-65, issued to Northeast Nuclear Energy Company, The Connecticut Light and Power Company, the Hartford Electric Light Company, and the Western Massachusetts Electric Company (the licensees).-

which revised the licenses for operation of the Millstone Nuclear Power

' ation,. Units No.1 and 2 (_the facility), located' in Waterford, Connecticut.

St The amendments are effective as of the date of issuance and are to be fully implemented within 60 days of Commission approval in accordance with the l

provisions of 10 CFR 73.55(b)(4).

The amendments add license conditions to include the Commission-approved Guard Training & Qualification Plan as part of the ~ licenses.

The licensee's filing, which has been handled by the Commission as an application, complies with the standards and requirements of the Atomic-Energy Act of 1954, as amended (the Act), and the Commission's rules and regul a tions.

The Commission has made appropriate-fir. dings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards considaration.

The Commission has determined that the issuance of these amendments will 1

The licensee's filing dated March 31, 1 981 as t evised by pages dated May 28,1931, is being withheld from public disclosure pursuant to 10 C FR 2. 790(_d).

The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
