.1. The Nuclear Regulatory Commission (the Commission) has found that:

A.

The filings (which are being handled by the Commission as applications) by Arkansas Power & Light Company (the licensee) dated (1) September 9,1980, as revised February 5, 1981, and April 27,1981, and (2) January 2,1981 as revised April 30, 1981, and May 18, 1981, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the applications, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissien's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, facility Operating License No. OPR-51 is hereby amended l

by combining, renumbering, and reformating the existing paragraphs 2.c.(4) (Security Plan) and 2.c.(5) (Safeguards Contingency Plan) and by adding a new paragrapF, all of which are to be numbered and are to read as follows:

Physical Protection The licensee shall fully implement and maintain in effect all provisions of the following Commission approved documents, including amendments and changes made pursuant to the l

authority of 10 CFR 50.54(p). These approved documents l

consist of information withheld from public disclosure l

" Arkansas Nuclear One Industrial Security Plan" dated 11, 1979, as revised by submittals dated January January 2,1981 (Enclosure 2), and April 30, 1981.

(b) "Arkar.sas Nuclear Station Safeguards Contingency' Plan,"

Revision 1 dated February 26, 1980, revised by Revision 2 page changes dated April 30, 1980, and submitted pursuant to 10 CFR 73.40. The Contingency Plan shall be fully implemented in acco-dance with 10 CFR 73.40(b).

" Arkansas Nuclear One Security Force Training and Qual-(c) ification Plan" as submitted by letter dated September 9,1980, as revised by pages dated February 5,1981, and April 27, 1981.

This Plan shall be followed in accordance with 10 CFR 73.55(b)(4),

60 days after approval by the Commission. All security personnel, as required in the above plans, shall be qual'fied within two years of this approval. The licensee may rake changes to this plan without prior Commission approval if the changes do not decrease the safeguards effectiveness of the plan. The licensee shall maintain records of and submit reports concerning such changes in the same manner as required for changes made to the Security Plan and Safeguards Contingency Plan pursuant to 10 CFR 50.54(p).

Paragraph 2.c.(5) is deleted.

Paragraphs 2.c.(6) and 2.c.(7) are renumbered 2.c.(5) and 2.c.(t), respectively.

This license amendment is effective within 14 days of its date of issuance.

Accordingly, Faci}ity Operating License No. NPF-6 is hereby amended by combining, renumbering, and reformating the existing paragraphs 2.D.(1) (Security Plan) and 2.D.(2) (Contingency Plan) and by adding a new paragraph, all of which are to be numbered and are to read as follows:
