Dear Mr. Denton:

Ref erence is made to the meeting between NRC Staf f and the Licensee on January 27, 1982, relating to the interval between steam generator inspections, as reflected in Mr.

T.

G.

Colburn's March 5, 1982 memorandum to Mr.

R. A. Clark This is to state our opposition to the Licensee's request to rely upon " full cycle" inspections.

Any operation of pressurized reactors suffering from extensive tube degradation poses an undue hazard to the public safety.

Permitting operation with frequent inspections (i.e.

90 to 180 effective full power day intervals) by itself creates totally unacceptable risk, and the elimination of that minimal requirement is irresponsible.

Furthermore, the recent experience at the Ginna Nuclear l

Plant, which is a sister plant to Point Beach, gra9hically illustrates once again that the tube failure mechanisms are not l

sufficiently understood to insure against large scale tube rupture during LOCA.

In our view, the Ginna eposide strongly impels the necessity to require an immediate shut down and inspection at Point Beach, making any discussion of prolonging current intervals out of the question.
