This letter constitutes an interim report concerning the subject deficiency, initially reported to Mr.
W.
F.
Christianson of the NRC under the requirements of 10CFR50.55 (e).
General Electric's relay division has indicated that HFA relays manufactured between 1974 and 1979 have bobbins made of Lexan which may be subject to cracking.
Since January, 1979, all coils wound for HFA relays have bobbins made of Tefzel.
CG&E has reviewed schematic diagrams and instrument data sheets and identified the HFA relays that are utilized in safety related systems.
In addition, a survey was conducted to determine if the subject relays were manufactured in the 1974-1979 time period.
The results of this survey are divided into the following categories:
1.
Relays supplied by the NSSS vendor A total of 219 relays are utilized in both high and low pressure ECCS systems, Reactor Protection System (RPS) and the Nuclear Boiler Steam Supply Shutoff System (NSSSS).
Of these, twenty-four (24) were manufactured during the 1974-79 period.
The date of manufacture of five (5) additional relays was undetermined.

Relays supplied by other vendors A total of fifty-eight (58) celays are utilized in the following safety related systems:
a)
Containment Monitoring b)
Primary Containment Isolation c)
Diesel Generator Ventilation d)
Standby Gas Treatment e)
Control Room Ventilation f)
Service Water Ventialtion The date codes enscribed on these relays were not accessible due to their mounting.
A review of the applicable data sheets indicates that the relays were purchased in the 1974-79 period.
Therefore, the relays will be assumed to have Lexan bobbins until the date of manufacture can be determined.
All HFA relays utilized in safety related systems that were manufactured during the 1974-79 period, or whose date of manufacture cannot be determined, will either be modified by replacing the existing Lexan coil bobbin with one made of Tefzel or be completely replaced with relays qualified to IEEE-323-1974.
Due to long delivery times (18 -
24 weeks) the completion of the above actions is not expected until August 31, 1982.
At that time, a final report will be submitted.
We trust the above will be found acceptable as an interim report under the requirements of 10CFR50.55 (e).
