Dear Mr. Strong:

f You earlier requested review by our geohydrology consultant,'Dr. Roy Williams, of a report prepared by Hart-Crowser and Associates on groundwater ' evaluation at the D wn Mining Company uranium mill site.
Dr. Williams has completed his review of the report and forwarded his conclusions to the NRC (copy enclosed).
On the basis of his review, Dr. Williams concluded that the Phase Two ground-water study proposed by Hart-Crowser would be appropriate.for the purpose of further delineating the zones of contamination to enable the optimal design h
of a pump-back system, but would not be warranted lacking a decision to require a pump-back system.
It is the NRC staff's view that a pump-back system need not be required at the Dawn site, subject to the following conditions:
a.
The above grade tailings disposal areas continue in their present drying condition and are not used for any future tailings disposal or evaporation; b.
As we understand to be presently planned, Dawn Mining Company purcheses the land between the mill and Chamokane Creek; and c.
The Dawn Mining Company groundwater monitoring program be continued to further assess and monitor.the degree of contamination near the drying Oilings areas and,at groundwater exit points near Chamokane Creek.
If ongoing monitoring should later indicate that groundwater contamination is significantly worse than now believed, the need for a pump-back system should be reevaluated at that time.
