Gentlemen:
This refers to the inspection conducted by Mr. R. H. Brickley of this office on January 4-7, 1982, of your facility at Walnut Creek, California, and to the discussions of our findings with Mr. R. A. Fortney and members of your staff at the conclusion of the inspection.
This inspection was made as a result of:
(1)theissuanceofa10CFR Part 50.55(e) report by Texas Utilities Generating Co., concerning the use of Operational Base Earthquake rather than Safe Shutdown Earthquake' loads by EDS Nuclear, Inc., in developing tubir.g support criteria for Comanche Peak; and (2) a Li:ensee Event Report by Comonwealth Edison Co., concern-ning water hamer in the high pressure coolant injection and component cooling service water systems at Dresden 2.
Areas examined during this inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and represcntative records, interviews with per-sonnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRC requirements.
In accordance with 10 CFR 2.790 of the Consnission's regulations, a copy of '
this letter and the enclosed inspection report will be placed in the NRC's.

If this report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for.with-holding, and (b)' submit within 25 days from the date of this letter a written application to this office to withhold such information.
