Inspection on February 8-12, 1982 (Report No. 50-397/82-04)

Areas Inspected: Routine unannounced inspection to evaluate the status of the licensee's radiation protection, environmental protection and radioactive waste treatment systems in order to develop a preoperational inspection sciedule. The inspection involved 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> onsite by a regionally based inspetbr.

Results:

Based on the estimated fuel-loading date of September 1983 published in NUREG-0812, " Final Environmental Statement, related to the operation of WPPSS Nuclear Project No. 2" it appears that implementation of the preoperational inspec. tion program can be initiated with the licensee's submittal of Amendment No. 24 :o the Final Safety Analysis Report (FSAR).

No items of noncompliance or deviations were identified.

In addition to the individuals noted above the inspector met with and interviewed other members of the licensee and contractor's staffs.

Radiation Protection Program The inapector toured the WNP-2 site, visited the Supply System general offices and discussed with licensee representatives the following program elements:

Organization Staffing Training Radiation Protection Procedures Facilities Instruments and Equipment Respiratory Protection -

Organization and staffing of the radiation protection program is nearly complete. The " Health Physics Program Description and Corporate Policy and Procedures Manual" has been' issued. This manual addresses twenty three -separate aspects of the radi~ation protection program. The " Health Physics Policy'and Procedures Manual" has been promulgated to provide an approved preplanned method of conducting the radiation protection program st all WPPSS facilities.

Tours of the -facility indicate much of the radiation protection instruments and equipment have been delivered.

i Based on discussions with the licensee representatives, Chapter 12 of the FSAR will be amended to include references to six recently issued Regulatory Guides. With submittal of this amendment it appears appropriate i

to begin preoperation inspection activities.

Environmental Protection

'The radiological environmental monitoring pr. gram is described in the

--" Technical Procedures Manual". Specific implementing procedures are provided in the " Environmental Programs Instruction Manual".

Radioactive Waste Treatment Systems, From tours of the facility and discussions with licensee recresentatives it appears premature to schedule inspection activities in this area.

5.

Exit Interview The inspector met with the licensee representatives (denoted in Paragraph 1) on February 12, 1982. The inspector sunnarized the scope and findings of the inspection and described the preoperational inspection program.

The inspector complimented the licensee on the observed committment by the Supply System to develop a quality radiation protection program.

The inspector also noted that radioactive waste treatment area did net appear to be sufficiently completed to warrant inspection activity at this time.
