Dear Sir:
Your letter of February 2, 1982 forwarded a Notice of Violation resulting from the January 21-22, 1982 routine safety inspection of the subject licenses conducted by W. M. Grayson.
Enclosure (I) of this submittal provides our response to the Notice of Violation contained in Appendix A of that letter.
I trust the enclosure responds adequately to all aspects of the Violation.

h ENCLOSURE I Response to Notice of Violation contained in Appendix A to NRC letter, H.E. Book to L.T. Pepay, dated February 2,1982.
ITEM "As a result of the inspection conducted on January 21-22,1982, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:
License Condition 12 of license No. 04-17778-01 specifies that licensed materials shall be utilized by or under the supervision of Richard V.
Warnoch or Glenn T. Davis.
Contrary to the above requirement, at the time of the inspection, neither Richard V. Warnock or Glenn T. Davis were employed by the licensee.and as such were not supervising the use of licensed materials.
This is a Severity Level VI Violation (Supplement VII)."
RESPONSE
1.
CORRECTIVE STEPS WHICH HAVE BEEN TAKEN AND RESULTS ACHIEVED Application for Amendment No. 3 to USNRC Materials License No. 04-17778-01, correcting the out-of-date reference to SCE individuals supervising the use of the licensed materials, will be submitted by March 15,1982.
This application for amendment will also seek to revise the license applicability to San Onofre Unit 3 alone, since the applicability to Unit 2 expired with the issuance of Facility Operating License No. NPF-10 on February 16, 1982.

CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER ITEMS OF NON-COMPLIANCE
[
The responsibility for maintenance of these licenses will be procedur-l ally defined to avoid recurrence of the oversight referenced in this Notice of Violation.
The revision to the appropriate procedure will be implemented by March 15, 1982.
l In addition, USNRC Naterial License Nos. SNM-1879 and SNM-1852 have been reviewed to assure compliance with the requirements of these licenses.
License No SNM-1879, applicable to San Onofre Unit 2, i
expired February 16, 1982 with the issuance of Facility Operating l
License No. NPF-10 and therefore requires no revision.
License No. SNM-1852, applicable to San Onofre Unit 3, requires revision in the form of redesignation of the responsible individuals. Appli-cation for Anendment No. 4 to USNRC Materials License No. SNM-1852 will also be submitted by March 15, 1982.
