Dear Mr Denton:
Pursuant to 10 CFR 50.55(b) and 42 USC 2235, Ilouston Ilghting & Power Cmpany (IIL&P), as Project mnager for the South Texas Project, acting for it-self and for the City of San Antonio, Texas (acting by and through the City Public Service Board of San Antonio), Central Power and Light Cmpany, and the City of Austin, Tbxas (Permittees) hereby request that the latest construction completion dates for the South Texas Project (STP) Units 1 and 2, be extended frm my 31,1982, to Decmber 31, 1987, for Unit 1 and fr m October 31, 1983, to Decmber 31, 1989, for Unit 2.
As we informed you on September 24, 1981, Bechtel Power Corporation has been selected to replace Brown & Poot, Inc as the Architect / Engineer and Con-struction Manager. Brown & Root was to continue to function as constrtetor. In early Novmber,1981, Brown & Root advised it was withdrawing frm the project altogether. In February, 1982, Ebasco Services, Inc was selected to be the new constructor.
The pariods required for the construction of the South Texas Project have been affected by the following factors:
1.
The design of the Project did not proceed as quickly as ex-pected, the scope of the construction work was more extensive than originally estimated, and expected unit construction rates wre not achieved, in part due to changes in emplexity attributable to evolving regulatory requirments, as were ex-perienced by other nuclear power plants of the same vintage.
2.
Certain concrete placment and welding activities were sus-pended by IIL&P in 1979-80 as a result of investigations that disclosed problms relating to those activities. These sus-pensions were confirmed in Inmediate Action Letters dated Decmber 31, 1979, and April 17, 1980, frm Region IV of the pw y%,o s

Corrective measures had been implcsnented and a limited resunption of these activities had begun prior to the decision to rcrreve Brown & Root as Architect / Engineer and Construction Fanager.

Progress on the South Texas Project has been essentially halted since Deccrnber,1981, as a consequence of Brown &
Ibot's withdrawal as constructor.
Our current schedule provides for resuning non-safety related construction by June 30, 1982, and safety-related construction by Septcznber 30, 1982. We pro-ject a rcrnaining construction duration to " ready for fuel loading" of fifty-one nonths for Unit 1 and seventy-five nonths for Unit 2 frcrn the time construction resures at the site based or the current status of construction, applicable recent industry experience, and a partial " rolling-four tens" program.
Attachnent 1 sumurizes our tentative projected constrtrtion schedule.
Bechtel is preparing a nore definitive schedule which is expected to be available in July,1982, and which may result in ocrnpletion dates earlier than those projected in this letter.
Nuclear power plant construction experience indicates that a contingency period should also be included in these schedules. Permittees would provide fif-teen months as a contingency on each unit. Accordingly, Permittees request that CPPR-128 be extended to Deccmber 31,1987, and CPPR-129 extended to Deccrnber 31,1989.
The foregoing constittwes good cause for the extension of the latest ccm-pletion dates for CPPR-128 and CPPR-129 as requested herein.
The requested extensions to the latest ccxnpletion dates involve no sig-nificant hazards considerations.
Since the amendments have no safety or environmental significance, they fall within Class II under 10 CFR 170.22 for Unit 1 and Class I for Unit 2. 'Ihe appropriate fee is therefore $1,600 and our check in that amount is enclosed.
