I APPENDIX A NOTICE OF VIOLATION Arkansas Power and Light Company Docket:
50-313/81-35 Arkansas Nuclear One, Unit 1 License: DPR-51 Based on the results of an NRC inspection conducted during the period of November 22 - December 31, 1981, and in accordance with the Interim Enforce-ment Policy 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 6.8.1 requires that, " Written procedures shall be established, implemented, and maintained covering... a.
The applicable procedures recommended in Appendix "A" Regulatory Guide 1.33."
Operating Procedure 1104.36, " Emergency Diesel Generator Operations,"
has been established in accordance with this Technical Specification.
Section 4.5 of OP 1104.36 requires that, if both diesels are run concur-rently, one must be maintained running for at least three hours after the first diesel is shut down.
Contrary to the above, on December 12, 1981, both emergency diesel generators were run concurrently for operability testing, and the second d'iesel was run for only about 23 minutes after the first diesel was shut down.
This is a Severity Level V Violation.

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power and Light Company is hereby required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including (1) the correc-tive steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or-affirmation.
Consideration may be given to extending your response time for good cause shown.
