DIFFERING PROFESSIONAL OPIf110N (AITS F02500177)
Your memorandum of August 11, 1980, forwarded F. S. Cantrell's differing professional opinion to IE, Headquarters, for resolution.
On February 18, 1981, this concern was forwarded to NRR with comments indicating our support of Mr. Cantrell's views.
NRR's April 1,1981, reply provides details of a "... systematic engineering, and licensing approach toward establishing realistic criteria... (for) com-pressed air systems..." While not an immediate change, it does offer the promise of potential changes in the future.
It'should be noted ths.t Mr. Cantrell has accepted an invitation, along with R. J. Kiessel of my staff, to assist the

NRR contractor in performing the initial case study.
Mr. Cantrell has informally been advised of NRR's response and provided a draft copy.
The subject action item is considered closed.
