Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416 and 50-417 File 0260/J-806.0 Request for Temporary Exemption from NRC Final Rule on Protection of Unclassified Safeguards Information, October 22, 1981 AECM-82/73 This is to request a temporary exemption from the implementation schedule on the Final Rule on Protection of Unclassified Safeguards Information on October 22, 1981.

Mississippi Power & Light Company (MP&L) contends that the current January 20, 1982, implementat. ion date did not allow sufficient time to study and interpret the Final Rule, develop and administer policies and procedures for implementing the rule, develop and administer plant specific training programs consistent with the rule and obtain the hardware necessary for compliance.

It is requested, for the following reasons, that MP&L be granted a six-month extension of the implementation date to July 20, 1982.

1)

Hardware Availability The hardware has been ordered (i.e., GSA approved storage containers, instruments for protecting telecommunications circuits, equipment for proper Safeguards Information disposal).

However, we have been informed that the earliest possible delivery date would not be before the latter part of April.

Avoiding discussion of Safeguards Information on unsecured telecommunication lines and using judgment when telecommunications systems must be employed so as not to disclose sensitive information.

Disposal of Safeguards Information by burning / shredding or storing unneeded Safeguards Information pending proper disposal.

. Marking Plant Drawings Containing Safeguards Information All plant drawings are currently stored on aperture cards.

In order to avoid stanping prints individually as Safeguards

' Information or the possiblity of omitting the stamp altogether, drawings containing Safeguards Information must be culled from ocher plant drawings, prints must be made.and properly stamped, and then new aperture cards must be made and properly stored.

It is expected that this operation could take 6 to 12 weeks.

In the interim, MP&L will endeavor to comply with the intent of the rule by individually marking prints of drawings as they are identified as containing Safeguards Information.

Any one of the above reasons ir tantial problem as far as implementing the Final Rule in the

..ce future. Taken together, they are a formidable obstacle to implementation of the rule on schedule. MP&L requests your cooperation in our efforts to comply with the rule.
