This letter constitutes an interim report to the subject condition initially reported to the Resident Inspector as a potentially reportabic deficiency under 10CFR50.55(e).

This item involves welders qualified per the test requirements of II. J. Kaiser proccs'ure SPPM 3.1.51.

Contrary to the requirements of ASME Section IX, 1971 thru 1973 Winter Addenda, welders were qualified only in two positions, vertical (3G) and overhead (4G). The Code states that qualification in the horizontal (2G),

vertical, or overhead position shall qualify also for the flat position. Qualifi-cation in the horizontal fixed position (SC) shall qualify for the flat, vertical, and overhead positions. Qualification in the horizontal, vertical, and overhead positions shall qualify for all positions. Qualificati'on in the inclined fixed position (6G), shall qualify for all positions.

An investigation is underway to determine the safety-related significance of this condition. A review of the inspection results of a sample of these welds is under way to resolve this deficiency and determine a resolution. This analysis is expected to be completed by April 15, 1982, at which time a formal report will be suomitted.
