Dear Senator Percy:

Thank you for your request of January 20, 1982 (file nunher 2027150010), which forwarded the concerns of one of your constituents, Louise Howard, regarding the storage of soent fuel nenerated from the operation of the Byron Station.

The present storage capacity of the Byron Unit Nos. I and 2 spent fuel storage

, col is sufficient for 10 years of operation. Unit Mos.1 and 2 are expected o begin cperation in 19M and 19S5 respectively.

The Departnent of Energy (00E) has projected that it will have its first geologic repository for spent fuel or high-level waste disposal in operation in the late 1990's with additional repositories following at three year intervals. The Nuclear Regulatory Co--ission in its Waste Confidence Rule ahing Proceeding (Docket No. PR-50, 51) is assessing its confidence in 00E's ability to provide tinely disposal of spent fuel. The Con,ission is not considering in this proceeding whether light water power reactor fuel will be reprocessed for use in breeder reactors or for other purposes.

Obviously, should the reprocessing option become available, it could provide another alternative for reducing spent fuel interin storage requirenants at reactors.

l Options potentially available to Connonwealth Edison for additional interin storage capacity include:

(1) reracking the reactor spent fuel storage pool j

at the Byron site; (2) transshipnent of the Byron scent fuel to other reactor sites where additinnal capacity may be available: (3) rod consolidation (pin con-l pattion), i.e., disassenbly of spent fuel assemblies and stor' age of consolidated spent fuel rods iri cans in the existino rack structure (The potential storane capacity gain fror. this action could approach 100 percent.); (a) construction of an independent scent fuel stnrace installation (ISFSI) to store Byron snent fuel either on the Byren site or et onether locatio :: snd (S) storage of Syron spent fuel in a federal governnent ISFSI (or AFR, as DOC calls it) should.the accernment decide to eccept spent fuel for interin storage. This last eption appears renote since DOE has renounced its policy to provide for
