Dear Chairman Palladino:

I watched uith interest your thorough responses on the "McNeil-Lehrer Report" on January 26 about the January 25 Ginna Plant venting of radioactive steam.

1 The Ginna Plant dates from 1969.

Illinois has the Zion Plant which is a PWR and dates from 1973 and 1974.

Since the heat exchanger tubes at Ginna are corroding, does this mean that similar failures will occur at Zion in four or five years when these two reactors are also 13 years old?

The newspaper reports put the cost of the Ginna Plant shut down at $100,000,000.

Is this correct?

If it is, then would it not'make sense to completely replace the heat exchanger every, say 10 years, at the time of the annual core refueling shutdown?

l If this were done, the public would not be exposed to even small amounts of radiation and would not become alarmed.

And the ratepayers would not have to pay the $100,000,000.

In summary, if in fact the heat exchanger corrosion rates l

are faster than expected by the designer, then a preventative replacement of the heat exchanger twice during the plant life 1

(at 10 years and at 20 years) seems to make economic and public health sense.

I commend that suggestion to your Commission.
