The purpose of this letter is to withdra~w License Conditions 6.2 and 6.3 from Safeguards Amendment MPP-1 to your License No. SNM-778, effective imediately.
Condition 6.2 requires the reportirig of intentional discards and inventory differences on a monthly basis to the Regional Office of the fluclear Regulatory Commission. In lieu of this condition, you should follow the instructions provided in the publication " Instructions for Completing Nuclear Material Transaction Reports " NUREG/BR-0006, for reporting measured discards. Until these instructions are amended, you should report effluent discharge on a monthly basis.
Inventory difference data need only be reported at the time of reconciliation of a physical inventory to the Regional Office of the Nuclear Regulatory Commission.
Condition 6.3 allows the use of Form NRC-284. The Government Accounting Office has infonned the NRC that the use of this document constitutes duplicate reporting and that such a practice should be eliminated.
Therefore, you should follow the instructions contained in NUREG/BR-0006 and use the Form DOE /flRC-741 as a " Nuclear Material Transfer Receipt" in lieu of the Form NRC-284.
