Dear Administrative Judges:
i Enclosed are the signed stipulations executed by the Staff, FEf1A and Petitioners, and by Rockland County and Petitioners.
I must apologize for the fact that these stipulations were not subnitted to the Board by flarch 2, 1932. Ilowever, although Petitioners sent their stipulation with the Staff i
back to us by special delivery, we did not receive it until today. The l
stipulation between the Staff, FE!!A and Petitioners has not changed from that filed with the Board on February 25, 1982. The Staff requests that these stipulations be approved by the Board pursuant to our motion of February 25, 1982.
The Staff's flotion for Approval of stipulation nentions that Westchester County would also be entering into a stipulation with Petitioners. _ It is the Staff's understanding tnat, although Westchester gave Petitioners access l
to its energency operations center, no such stipulation was executed.
Therefore, there will be no stipualtion between Westchester County and Petitioners, and the Staff withdraws that portion of its motion for approval j
relating to such a stipulation.
As the Board noted in its !!enorandum and Order of flarch 1,1982, Rockland County entered into a stipulation with Petitioners giving them access to the nsn7
