PresentedbelowisabriefdescriptionoftheProposedGuidance.Itisstronglyrecommendedthattheentire documentbereviewed.Thehealthphysicspositionwaswritteninthecontextof10CFR20.201,butitalso appliesto"new"10CFR20.1501(a)and20.1501(b).
Thenoblegaseffluentmonitors,particulateandradioiodinesamplers,andincontainmentradiation monitorsdescribedinNUREG0737,ItemII.F.1,Attachments1,2,and3,aresubstantialdeparturesfrom conventionaldesignsandoperatingconceptsindetectingandmeasuringplantradiologicalconditions.The natureandpurposeofthesemonitorsandsamplersdictatesanapproachtocalibrationandsurveillance requirementsthatdifferswidelyfromexistingrequirementsandproceduresestablishedforconventional monitors.Theproposedguidanceaddressesconcernsrelativetoreviewoflicenseesimplementing proceduresandprovidesguidanceoncertainmatterspertainingtocalibration.

ANSIN3231978Recommendationsasrequirementsforthereviewoffixedareaandeffluentmonitorsare notappropriateforeithernormalrangeorNUREG0737monitors.ThestandardscontainedinANSIN323 1978specificallyaddresshandportablesurveyinstrumentationandarenotapplicabletofixedareaor effluentmonitors.

MC2515,InspectionProcedure84710waswrittenspecificallyformonitorsdesignedtooperateatverylow concentrationsofradioactivematerialsandisnotappropriateforuseinconjunctionwithNUREG0737 noblegaseffluentmonitorsforthefollowingreasons:(1)ALARAconsiderationslimitthehandlingof gammaemittingnoblegasesinconcentrationssufficienttoperformonsiteupperrangecalibrationofthese monitors(2)InspectionProcedure84710suggestsusingKr85,agasnotsuitableforcalibrationofmost NUREG0737effluentmonitors(3)theonlypracticablemeansofinplacecalibrationofNUREG0737 effluentmonitorsintheupperranges,"solid"sources,isnotconsistentwith84710and(4)releaseof calibrationgasestotheenvironmentaftercalibrationcouldresultinviolationsofplantTechnical Specifications.

INCONTAINMENTHIGHRANGERADIATIONMONITORS:
NRRrecommendsthatlicenseesverifymonitordesigncharacteristicsbyrequiringtypetestingatsufficient pointstodemonstratelinearitythroughallscalesupto106R/hr.Inaddition,licenseesshouldspecifythat eachproductiondetectorbetestedat103R/hrtoassuresatisfactoryresponsetohighlevelsofradiation.
PARTICULATEANDRADIOIODINESAMPLINGFROMEFFLUENTGAS STREAMS:
NRRwouldacceptempiricaldataonsamplinglinelossesbasedonactualtestsofeithertheinstalledsystem orafullscalemockupinlieuofcalculationsbasedonANSIN13.11969appendices.
NRRrecommendsOIEreviseMC2515,InspectionProcedure84710orconsiderpreparationofaseparate inspectionprocedureortemporaryinstructionforNUREG0737items.Thesuggestedguidancein NUREG0737andthismemorandumwithitsattachmentsshouldprovidethebasistoinitiateaction.
