We have received your letter of January 21, 1982 withdrawing the license termination requests submitted by letters dated April 15,1980 and November 2, 1981. We have also received your license renewal application dated January 23, 1981.

In accordance with 10 CFR 70.33(b), your license shall remain in effect until the application for renewal has been finally determined by the Commission.

Because of your announced intent to decon-taminate your facility preparatory to requesting temination of your license, we plan no further action on your renewal application at this time.

It is our intent to contine the NRC license until you have decontaminated the piping systems and sumps associated with the spent fuel pool to levels acceptable to the Comission for release for unrestricted use. This includes the discharge line originally installed to transfer wastes to the Atomic Servant.

the NRC decontamination criteria were forwarded to you with our letter of June 9,1980. We have discussed this matter with State of Texas officials and they agree that NRC requirements should apply to the decon-tamination of the foregoing equipment. The spent fuel pool and the rest of the facility are subject to requirements of the State of Texas.

Prior to the initiatilon of decontamination activities for the piping systems and sumps, we request that you provide us a decontanination plan for NRC approval. The plan should provide for the removal of piping systens con-taminated in excess of our criteria; the disposal of the contaminated materials; and a description of the health and safety precautions y6u will take to i

l assure protection of personnel, the public and the environment during the I

decon+mination activities.

Subparagraph 3 of the criteria sent with our l

letter of June 9,1980, provides specific requirements on pipes.
