REVIEW 0F AMENDNENT APPLICATION DATED NOVEMBER 5,1981 AND ITS REVISION DATED FEBRUARY 4,1982 I.

Background

Combustion Engineering, Inc. (CE), by application dated November 5,1981, requested authorization to modify its Health Physics & Safety organizational structure.

In response to comments made by the NRC, CE submitted a revised application dated February 4,1982.

The license conditions section of SNM-1067 identified G. A. Johnstone as the Supervisor, Health Physics & Safety. When Mr. Johnstone left the employ of CE, R. E. Sheeran was appointed to the position and CE requested the organizational change be reflected in its license. An updated resume indicating Mr. Sheeran was qualified for the position was not included with the application. Mr. Sheeran's updated resume was included in the revised application dated February 4,1982. The revised application also deleted the names of the current holders of the positions in the organir zation having safety related responsibilities from the license conditions section and placeithem on an organization chart added to a demonstration section. The revised organization leaves the positions, qualifications, and safety related responsibilities intact.

The amendment application and its revision wem discussed with J. Roth, Region I (IE), principal inspector of the CE facility Gn February 22, 1982.

He foresaw no safety or environmental-related problem with the modification of the CE Health Physics & Safety organizational structure.

, FEB 2 515:2 III. Conclusion The modification of the CE Health Physics & Safety organization is adequate for the protection of the health and safety of the operating personnel, the public and the environment.

Issuance of the license anendment is recomended.
