f Questions and Comments Despite the size of your facility and the frequency of its use, aspects of radiation safety must be addressed and are foremost in the objective of licensing.
1.
Confirm the presence of a radiation safety program for the subcritical assembly:
(a) Specify a Radiation Safety Officer.
(b) List the minimum education and experience requirements for the RSO.
(c) Describe the reporting structure, i.e.,
who does the RSO report to, and who has final responsibility for the University safety policy and of operation of the subcritical assembly?
2.
Confirm that instruction in radiation safety is given to staff and students prior to involvement with the subcritical assembly:
(a) The RSO shall require all staff and students to participate in radiation safety instruction.
(b) The instruction shall be given by the RSO.
(c) Radiation safety practices relevant to the facility shall be included in the program.
3.
Confim that procedures for operation of the subcritical assembly and radiation safety shall be written. All procedures shall be reviewed and approved, before being implemented or changed, by another individual who is qualified by education and experience to evaluate nuclear and radiation safety.
4.
Confim that appropriate detection instruments are available for monitoring and survey work.
Identify the range of detection capabilities represented by the equipment currently in use.
