SU't1ARY OF FEBRUARY 22, 1982 IIEETING REG %RDING QUALITY ASSURA!!CE General Representatives of the staff met with the applicant to discuss the applicant's quality assurance program for the Virgil C. Sumner Nuclear Station. The meeting was held at the flRC offices in Bethesda, !!aryland. A list of those persons who attended the meeting is included in the enclosure.

Purpose Tne purpose of the meeting was to review the applicant's ar.scssment of the adequacy of its quality assurance program in light of the recent deficiencies disclosed on the Diablo Canyon project.

Discussion The applicant stated that it has established an integrated nuclear operations organization to provide for the effective managenent of the Virgil C. Sunmer Nuclear Station. The applicant stated that the organization has been designed to provide continuing corporate overview of all technical and operational functions inpacting on the safety, design control and quality assurance activities of the facility. Also they stated that clear lines of authority and con 7unications have been established among the various organizational eleaents to mininize conflict and delineate division of responsibility.

The follosdng were described as some of the significant features of the applicant's organization that enable it to nonitor and verify that work perforned on the facility is in accord with its quality assurance and design control practices:

The quality assurance proqram is a prograq uritten and directed by the s

applicant's nanaqement. The applicant accepts full responsibility for

the insoections, findings, docuoentation, corrective actions and overall adequacy of the quality of the facility.

Quality assurance / quality control (QA/QC) is under the direction of a

senior management official who reports directly to the Vice President and Grouc Executive-!Nelear Oaerations.

QA/QC functions are independent of engineering, plant operations and construction with the necessary authority and freedo, to identify problems pertai ning to qual 1 ;y and initat ? corrective ac ci on.

It has con 11tted the necessary internal resources to review and nonitor adequacy of engineering changes and overview of the installation and construction resulting from modifications and design changes.

The applicant's Nuclear Engineering Department is responsible for all eleaents of design and design interface control.

The Joplicant's Nuclear Engineering Department is assigned lead respon-sibility for the design change progran and is responsible for obtaining.

satisfactory resolution of diverse views in regard to any aspect of specific design changes.

The Virgil C. Summer Nuclear Station staff reviews each request for design changes, concurs in the proposed change and nakes recomiendations as appropriate to incorporate operational considerations in the design process.

The applicant is in the process of establishing aqreements for continued contractual support of the architect-engineer and the nuclear steaa supply systea supplier who are, and will re1ain, current and familiar with the pro.iect to insure that the applicant's engineering organization is adequately aug7ented with the technical expertise for on-going reviews, energency support and engineering changes that nay be required.

The applicant stated that it will continue to accept full resoonsibility for the effectiveness and adequacy of its quality assurance and design control programs and remain responsible and sensitive to critical reviews and information l

provided by the NRC, INPS, SCEAG c1ployees and other recognized industry participants.
